The Foundation for the Episcopal Diocese of Wyoming or “The Foundation” was incorporated as its own entity in 1988. The Foundation began to take shape with its initial meeting in 1995. Later, the Diocesan Convention approved the transfer of three substantial charitable remainder trusts to the foundation in 2004.
In 2009, the Foundation adopted as its Mission: “Our mission is to raise, manage and distribute financial resources to support and inspire our congregations, as we share in God’s work, ministry and outreach.”
The first charitable trust was received in July 2007. The remaining two gifts will pass to the Foundation at a later time. The Foundation also holds various other smaller gifts which are dedicated to specific purposes such as the Chaplaincy Fund, the Edith May Adams Fund, and the Thomas the Apostle Center Fund.
The Foundation is governed by a thirteen-member Board of Directors, composed of the Bishop of the Diocese and twelve elected directors. Each elected director serves a three year term and may be elected to a second three year term. The terms are staggered so that one-third of the terms expires each year. The four directors whose terms are expiring in any given year are selected (one each) by Diocesan Council, by Diocesan Convention, by the Bishop, and by the remaining Foundation Board members. The Bishop, as ex-officio member of the board and President of the Corporation, serves without any form of term limitation.
There are four permanent committees that comprise the Board: Grants Management, Investment Management, Finance and Audit, and Nominations and Personnel. The officers of the Foundation also serve as an executive committee available to assist the Executive Director and are charged with the annual staff review.
While striving to support the work and mission of the Diocese, the Foundation also seeks to develop a long-term view of the resources and needs of the Diocese. It adds financial support to the general Diocesan budget while providing specific assistance to the Wyoming Wilderness Camp (HR Camp) Foundation for youth, to the Thomas the Apostle Center for its spiritual retreat activities, and to applicant parishes for outreach ministry. It has also assisted in administering the grants of the Sargent Foundation for Episcopal Ministry. In recent years, those grants have tended to focus on capital repairs and improvements needed for church physical plants for such things as handicap accessibility and energy efficiencies. The Sargent Grants also recently provided substantial funding for the construction of a cottage for the deaf at the Cathedral Home for Children in Laramie.
The Foundation is currently staffed by an executive director, John Masters, and a controller, Jamie Harkins, who share offices with the Diocesan staff. The Foundation owns the property at 123 South Durbin, Casper which, when remodeling is complete, will house the Diocesan offices and is designed to host many Diocesan activities.
